Researchers report more condom use among teenagers

WASHINGTON (AP) ? More high school students are using condoms than 20 years ago ? but progress has stalled with a lot of work still needed to protect young people from the AIDS virus, government researchers reported Tuesday.

Today, 4 of every 10 new HIV infections occur in people younger than 30, according to the Centers for Disease Control and Prevention ? and the teen years, just as youths become sexually active, are key for getting across the safe-sex message.

Using a long-standing survey of high school students' health, the CDC tracked how teen sexual behavior has changed over 20 years. The results are decidedly mixed.

About 60 percent of sexually active high school students say they used a condom the last time they had sex, researchers told the International AIDS Conference. That's an improvement from the 46 percent who were using condoms in 1991.

"This is good news," said Dr. Kevin Fenton, director of CDC's HIV prevention center. But, "we need to do a lot more."

The problem: Condom use reached a high of 63 percent back in 2003.

Black students are most likely to heed the safe-sex message, yet their condom use dropped from a high of 70 percent in 1999 to 65 percent last year, the study found.

If mom and dad get antsy about discussing condoms, well, about half of high school students have had sex, a proportion that hasn't changed much over the two decades, the CDC reported. Today, 47 percent say they've had sex, down just a bit from 54 percent in 1991. Again, black teens made the most progress, with 60 percent sexually active today compared with 82 percent two decades ago.

The more partners, the more risk. Fifteen percent of high school students say they've had four or more partners, down from 19 percent in 1991.

Fenton said part of the problem is that many school systems don't have strong enough sex education policies that include teaching teens about how to prevent HIV. But he cautioned that the CDC study can't link the abstinence-only policies pushed by Congress through the late 1990s and early 2000s to the stalled progress.

Overall, though, a characteristic of the young is to think they're invincible, Fenton added.

Lawrence Stallworth, 20, of Cleveland can attest that they're not. He learned he was infected with HIV at age 17, when he was a high-school senior, after a hospitalization. A black gay man, he's among one of the nation's highest-risk groups.

He's now an Ohio AIDS activist who works to teach young people that they need to protect themselves, and how.

"I want people to have the tools to keep themselves safe," said Stallworth, who at this week's AIDS conference is working with the nonprofit Advocates for Youth to increase young people's awareness of an epidemic that in the U.S., today gets little publicity.

Part of that involves our society getting "better at being more open about being able to talk about sex," Stallworth added. "It's still a taboo issue."

Indeed, at this week's conference, the world's largest AIDS meeting, young gay black men in the U.S. are emerging as a population in special danger from rising HIV infections.

Black gay and bisexual men account for 1 in 500 Americans but 1 in 4 new HIV infections. The odds that a black man who has sex becomes infected rise from 1 in 4 at age 25 to a stunning 60 percent by age 40, said Phill Wilson of the Black AIDS Institute.

But they're not the only ones at risk. The CDC recommends that everyone in the U.S. ages 13 to 65 be tested for HIV at least once. Those at increased risk ? such as people who have multiple sex partners or men who have sex with men ? should be tested more frequently, at least once a year.

In South Carolina, 18-year-old Quinandria Lee offers an example of the safe sex practices that CDC says more young people should adopt.

Lee was frustrated at her school's abstinence-only focus. She learned about both male and female condoms from the South Carolina Contraceptive Campaign, and last year her principal allowed her to teach her classmates about them. Condoms are the only contraceptive that also protect against HIV infection.

But Lee credits her mother's frank talk about sex with this key protective step: Lee persuaded her boyfriend to go with her to a clinic where both got a clean bill of health before they ever had sex. Still, they use a condom every time.

"It's hard," she said of that get-tested conversation. But "you can't be too sure."

Developers, better secure your in-app purchase transactions with free Beeblex service

Following the recent App Store in-app purchase hack that worked as a man-in-the-middle attack to spoof iTunes, rip off vendors, and potentially harvest user data, developer Marco Tabini has launched a new, free Beeblex service to better the secure the process for everyone. Except for the hackers, of course. And that's the point.

Beeblex works by providing developers with a small library that can be easily integrated within their apps and, in a matter of minutes, be used to validate IAP receipts to determine their validity. The algorithm used to perform the validation uses asymmetric encryption to protect all data, and is designed to deter man-in-the-middle attacks and certificate spoofing. In addition, Beeblex keeps track of receipt identification tokens and reports duplicates to the app, helping reduce the incidence of unauthorized receipt reuse.

The upside is more secure transactions, and -- free. The only potential downside is downtime on Beeblex's end, though they've built mechanisms into their SDK to defer transactions in case of any loss of service, be it on their end or simply because a user loses data connection.

It's not, and is not being advertised as, a bulletproof solution, but it can and will make the apps using it a harder and perhaps less attractive target for hackers.

Samsung Galaxy S, II and III pitted against one another in Display Mate shootout

Feeling nerdy? Good, because the folks at DisplayMate have put together quite the comparison of the three different AMOLED displays featured in the Samsung Galaxy S, II and III smartphones. While the study places an emphasis on quantitative measures -- and thus leaves more subjective qualities out of the discussion -- the comparison is nonetheless an insightful look into the progression of Samsung's AMOLED display technology. Curiously, some elements remain unchanged, such as color gamut, which is 138 percent of the sRGB standard across all displays and is to blame for images that appear over-saturated. In terms of color temperature, DisplayMate reveals that while Samsung is trending closer to a white of natural daylight, even the Galaxy S III -- which measures 7,900 K -- is still far too bluish in comparison to an ideal 6,500 K.

Believe it or not, but there's one area that DisplayMate suggests is subtly worsening over time, and that's light reflection. The issue is nearly moot, however, as the 5 percent reflectance of the Galaxy S III is but a small shift from the previous iterations, and what's more, this remains among the lowest reflectance in the industry. Alarm Clock by doubleTwist for Android makes waking up less sucky

Awhile back doubleTwist decided to dabble in something other than media sync and cooked up a simple alarm clock Android app. Fast forward a few months, and it's now featured prominently in Google Play, but what's so great about it? After all, there's only so much you can do with an alarm clock, right?

All of the core functions are there, such as repeating and multiple alarms, each with custom labels and user-picked sounds and volume. There are flip and analog-style faces with a low-brightness nightstand mode available, plus custom snooze durations and vibration toggles. Beyond that, things get a bit more interesting.

Instead of setting alarms for just any ol' time, doubleTwist's app offers ideal times to set alarms in line with common sleep cycle durations. That way, you can either figure out what time you should go to sleep if you want to get up for a certain hour, or what time would be best to wake up without messing with your natural rhythm.  Based on your location and the latest weather reports, the app can also figure out what time the sun is rising, if you're the type to go by Mother Nature's alarm clock.

APNewsBreak: Texas switches to 1-drug execution

(AP) ? Texas will use one drug to carry out executions instead of its usual three-drug method because it has run out of the second drug, prison officials said Tuesday.

The Texas Department of Criminal Justice will use just pentobarbital, the agency said in a Tuesday statement to The Associated Press. Pentobarbital is a sedative that is typically the first of three drugs administered.

The agency's stock of the second drug, pancuronium bromide, expired, and it was unable to obtain more, spokesman Jason Clark said.

Clark said other states also now use one drug and courts have upheld the procedure. Inmates in several states have challenged their executions on the basis of what drugs are used.

Texas is the nation's most active death penalty state. It has executed 482 people since the state reinstated capital punishment in 1982. Five people have been executed this year.

"Implementing the change in protocol at this time will ensure that the agency is able to fulfill its statutory responsibility for all executions currently scheduled," Clark said in the statement.

Texas' next execution is scheduled for July 18. Yokamon Hearn was convicted of the 1998 slaying of a 23-year-old stockbroker from Plano, north of Dallas.

Hearn's attorney, Richard Burr, said Tuesday that he was examining the change but had not decided whether to file any new motions over it.

Several states have had difficulty obtaining drugs to carry out executions. Texas prison officials said in May that the state had enough pentobarbital for 23 executions. No executions have taken place since then.

A 5-gram dose ? about 3.4 ounces ? is the first lethal drug used during each execution in Huntsville, according to Texas execution procedures.

Last year, one of the drugs Texas had used in the process, sodium thiopental, became unavailable when its European supplier bowed to pressure from death penalty opponents and stopped making it. No other vendor could be found, so the drug was replaced by pentobarbital, which is also used to put down animals.

Pancuronium bromide is a muscle relaxant typically used after pentobarbital. The final drug, potassium chloride, stops the heart.

Four other states ? Arizona, Idaho, Ohio and Washington ? have used a single drug to carry out executions, according to the Death Penalty Information Center. Ohio was the first to use just pentobarbital, for a March 2011 execution.

In April, an Arizona inmate shook for several seconds after receiving a lethal dose of pentobarbital. The drug was used by itself in that case.

Other states have switched to other drugs, including propofol, the anesthetic blamed for Michael Jackson's death, to do single-drug executions.

An inmate on Oklahoma's death row asked a federal court Tuesday to halt his execution because Oklahoma has just one dose of pentobarbital left. Michael Hooper is scheduled to be executed Aug. 14.

The latest participants in the carriage dispute dance are DirecTV and Viacom, with the two companies attempting to reach a new agreement before their existing one expires tonight. If they don't, the network's 26 channels (MTV, BET, VH1, Spike TV, Comedy Central, Nickelodeon etc.) could be cut off at midnight. As usual, each has its own side of the argument with Viacom claiming DirecTV has been underpaying for years, while DirecTV accuses Viacom of seeking an increase that will add up to a billion dollars in a year and is responsible for pulling the channels while negotiations continue. We're not particularly sympathetic to the plight of either corporate behemoth (or optimistic that any savings will ever reach customer's pockets) but if you must support one over the other then there's plenty of propaganda to be found at the links below. This may not be as crucial as Dish Network's (potentially) Breaking Bad-interrupting tiff with AMC, but if we have to miss an episode of Workaholics or Awkward it's going to be bad for everyone.

Update: We've revised the total channel count from 26 as Viacom stated to 18 -- as much as we like HD feeds, we don't usually count them twice.

(AP) ? Jubilant Libyans chose a new parliament Saturday in their first nationwide vote in decades, but violence and protests in the restive east underscored the challenges ahead as the oil-rich North African nation struggles to restore stability after last year's ouster of longtime dictator Moammar Gadhafi.

Women ululated, while men distributed sweets and the elderly with canes or wheelchairs struggled to get to polling centers in a show of joy over the most visible step toward democracy since the eccentric ruler was killed by rebel forces in late October after months of bitter civil war.

"Look at the lines. Everyone came of his and her own free will. I knew this day would come and Gadhafi would not be there forever," said Riyadh al-Alagy, a 50-year-old civil servant in Tripoli. "He left us a nation with a distorted mind, a police state with no institutions. We want to start from zero."

But attacks on polling centers in the east ? where anger over perceived domination by rivals in the west is fueling a drive for autonomy ? laid bare the rifts threatening to tear the nation apart.

Still the election for a 200-seat parliament, which will be tasked with forming a new government, was the latest milestone in a revolution stemming from the Arab Spring revolts that led to the successful ouster of authoritarian leaders in Tunisia, Egypt and later Yemen.

Nearly 2.9 million Libyans, or 80 percent of Libyans eligible to vote, have registered for the election and more than 3,000 candidates have plastered the country with posters and billboards. Electoral officials said turnout was 60 percent and counting of the ballots had begun.

"We are celebrating today and we want the whole world to celebrate with us," Prime Minister Abdurrahim el-Keib said after he cast his ballot in Tripoli.

As they did in Egypt and Tunisia, Islamists also hope to rise to power in Libya where they were long repressed under Gadhafi's secular rule. That would leave conservative religious parties with influence over a large and uninterrupted chunk of territory that stretches from Israel's southern border in Egypt to Tunisia.

One of the main contenders in the race was the Muslim Brotherhood's Justice and Construction party, which has led one of the best organized and most visible campaigns.

Three other parties also expected to perform well were former prime minister Mahmoud Jibril's secular Alliance of National Forces; former jihadist and rebel commander Abdel-Hakim Belhaj's Al-Watan; and the National Front, one of Libya's oldest political groups.

The election lines brought together men, women in black abayas and children accompanying their parents. Many voters waved the Libyan red, green and black flag or wrapped it around their shoulders.

Volunteers distributed sweets to mark the occasion and women hugged each other or sang as they waited in line. Others chanted "the martyrs' blood will not go in vain," a reference to the thousands of anti-regime rebels killed by Gadhafi's forces, or held pictures of loved ones killed in last year's fighting.

U.S. Sen. John McCain, an Arizona Republican, gave the election a clean bill of health during a visit to Tripoli. "Turnout is very high, polls crowded and people are obviously enthusiastic. Overall it is a successful operation," he told reporters.

The triumphant mood capped a rocky transition as interim leaders have largely failed to rein in armed militias and provide security while deepening regional and tribal disputes erupted into bloodshed with alarming frequency.

The new parliament is itself temporary, tasked with forming a new government that will take over until a new constitution is drafted so new elections can be held next year.

Saturday's violence ? one person was killed and two wounded in the country's east ? reflected fears that the country was descending into lawlessness and could face years of instability.

Many Libyans hoped their desert nation of 6 million could become a magnet for investment and thrive. But divisions left by Gadhafi's paranoid 42-year rule, which pitted neighbor against neighbor, town against town and tribe against tribe has proven hard to overcome.

Gadhafi banned political parties and considered democracy a form of tyranny. He governed with his rambling political manifesto, the "Green Book," which laid out his vision for rule by the people but ultimately bestowed power in his hands alone.

The last parliamentary election in Libya was in 1964, five years before Gadhafi's military coup that toppled the monarchy.

The outcome of Saturday's vote could give an indication whether Libya will become a united nation keen on rebuilding and moving away from its dark past or fracture along regional, tribal and ethnic lines.

"This election will tell us whether Libya will turn into another Lebanon," said political analyst Fathy Bin Essa, alluding to the Arab nation wracked by a 1975-90 civil war.

The new parliament initially had two mandates: to elect a new transitional government and to name a 60-member panel to write the country's constitution. Each of Libya's three regions was to have 20 seats on the panel.

However, in a last-minute move, the current National Transitional Council decreed that the constitutional panel will be elected by direct vote instead, angering many candidates who campaigned largely on the basis of their role in overseeing the drafting of a charter.

The decree, according to NTC member Fathi Baja, left the elected legislature without a clear mandate and benefited the Islamists who will rally supporters to help them dominate the constitutional panel.

Baja said secularists were trying to prevent that from happening.

"We don't want a theocracy to replace Gadhafi's authoritarian rule," he said.

Growing resentment in the east ? which was the cradle of last year's uprising ? over what residents see as an effort to sideline them also has threatened the nation's unity. Local leaders have threatened to unilaterally announce an eastern state in a loose "federal union" with the west.

Some easterners boycotted the election and protesters torched ballot boxes in 14 out of 19 polling centers in the eastern city of Ajdabiya, said Ibrahim Fayed, a former rebel commander in the area.

On the eve of the vote, gunmen shot down a helicopter carrying polling materials near Benghazi, killing one election worker on board, according to Saleh Darhoub, a spokesman for the ruling National Transitional Council.

One person also was killed and two wounded in a gunbattle between security forces and anti-election protesters in the city, according to the head of the election commission. Nouri al-Abari said the polling center targeted by the protesters was later reopened and voting commenced normally.

Ballot papers were also torched and polling centers ransacked in the eastern towns of Brega and Ras Lanouf.

In Benghazi, the largest city in eastern Libya, protesters tried to storm a polling center only to be driven back by voters who fired their own weapons in the air, independent candidate Faiza Ali said.

"Enough with the bloodshed," she said.

Need people for Burning Bright

Hi, I'm back at trying this again for another rp. This time the rp is based on a story of mine that is from a dream I had at the beginning of the year. The story can be found on fictionpress under the same username as on here, and the story is called Hidden Within.

So here is the premise as short as I can make it: Sixty-six years ago an entire population was wiped out because they took in someone. Fifty years after that event a woman goes back to the island where everything happened and comes back with the video. The video details what happened on the island and what their government did. Now sixteen years after the tape, the government is sending in a group of different type of soldiers, ones that have abilities to the island to find out what really happened. Only the group doesn't know another one is being sent in behind of them to wipe them out as they are the best evidence against the government.

However, not every one of the normal people are quite so normal. There's a good chance some of them also have abilities. How are they going to feel about taking out people just like themselves? Is there a chance for the two groups to get together and turn against the government and end all of the tyrannies that have been going on?

Face detection is a common sight in still photography, but it's a rarity in video outside of certain research projects. Google may be keen to take some of the mystery out of those clips through a just-published patent application: its technique uses video frames to generate clusters of face representations that are attached to a given person. By knowing what a subject looks like from various angles, Google could then attach a name to a face whenever it shows up in a clip, even at different angles and in strange lighting conditions. The most obvious purpose would be to give YouTube viewers a Flickr-like option to tag people in videos, but it could also be used to spot people in augmented reality apps and get their details -- imagine never being at a loss for information about a new friend as long as you're wearing Project Glass. As a patent, it's not a definitive roadmap for where Google is going with any of its properties, but it could be a clue as to the search giant's thinking. Don't be surprised if YouTube can eventually prove that a Google+ friend really did streak across the stage at a concert.

(AP) ? Deron Williams is moving to Brooklyn with the Nets, instead of back home to Dallas.

The All-Star point guard said on his Twitter page Tuesday night that he "made a very tough decision today" and posted a picture of the Nets' new team logo that accompanies their move from New Jersey to Brooklyn.

A person with knowledge of the decision said Williams told the team he was accepting their five-year contract worth $98 million. The person confirmed the agreement on condition of anonymity because contracts can't be signed until July 11.

Williams, the top free agent available, chose to stay with the Nets over signing with the Mavericks, who hoped they could convince him to come back to the area where he grew up.

It's a huge triumph for the Nets as they prepare to move into the new Barclays Center to start the 2012-13 season. They gave up an enormous package to get Williams in a surprising February 2011 trade, sending promising forward Derrick Favors, point guard Devin Harris, two first-round draft picks and cash to the Utah Jazz.

But it was worth it for the Nets, who needed a franchise player with them to build buzz for their move to New York.

Williams wanted to make a quick decision before he reports to training camp in Las Vegas with the U.S. men's basketball team on Thursday. He met with both teams Monday, the day after free agency opened, and made his Twitter posting at about 7 p.m. ET.

Williams' decision comes a day after the Nets agreed to a deal with Atlanta for All-Star guard Joe Johnson, and amid reports they are still hoping to make a deal with Orlando for Dwight Howard. Brooklyn also has a deal in place to re-sign versatile free agent forward Gerald Wallace.

Just two years after a 70-loss season, the Nets will have one of the NBA's best backcourts and are poised to make a quick move up the Eastern Conference standings.

Dirk Nowitzki and the Mavericks had spoken openly about their desire to bring Williams back to North Texas, where he starred at The Colony High School. Mark Cuban's team never made much attempt to defend its 2011 NBA title, leaving key players such as Tyson Chandler and J.J. Barea leave through free agency so the Mavs could save money for this summer's free agency.

But Dallas could only offer Williams a four-year deal worth about $75 million under the terms of the new collective bargaining agreement. And with the Nets' flurry of moves, may not even be able to offer a better team anymore.

Williams averaged 21 points and 8.7 assists last season and had a 57-point game. One of the league's top point guards since entering the NBA as the No. 3 pick of the Jazz in 2005, he was ahead of his competitors when last season started after playing in Turkey during the lockout.

The Jazz decided to deal him at the 2011 deadline after a clash with former Utah coach Jerry Sloan, and without knowing if Williams would stay there long-term. The Nets had just been stung when the Knicks beat them to acquire Carmelo Anthony from Denver, and the Nets bounced back the next day by landing Williams.

Williams didn't always seem to enjoy playing in New Jersey, with the Nets spending the last two seasons in a temporary home in Newark. But he should play in front of packed crowds in Brooklyn as the main attraction at the Barclays Center.

What's New: The ATS represents another step in Cadillac's campaign to match the performance and catch up to the sales numbers of the premium German sports sedans, in particular the long dominant BMW 3 Series. It's a compact sedan?the lightest Caddy in decades?developed on all-new architecture that's smaller than the midsize CTS. The ATS is basically rear-wheel drive, with the option of sending power to all four wheels. It comes to Cadillac showrooms in mid-August with three engine choices, two transmissions (automatic and manual, both six-speed), and a wide variety of trim and infotainment options. The softened styling is consistent with the design language established by the CTS.

The body shell is a masterpiece of designing for high chassis rigidity and simultaneous weight reduction. Materials include an alchemist's recipe of high-strength steel, aluminum, and a pinch or two of magnesium, painstakingly whittled and shaved?a gram here, a gram there?to minimize curb weights. Those weights range from just over 3300 pounds to 3629 for all-wheel drive and V-6 power, according to Cadillac. At the same time, the symphony of structural materials, spot welds, rivets, and structural adhesives yields a very stiff body shell, up to 40 percent stiffer than the midsize CTS. Chassis rigidity is the key to all vehicle dynamics, and the ATS delivers.

Tech Tidbit: Infotainment electronics keep getting more sophisticated, more graphically attractive, and more easily accessible. Cadillac CUE (for Cadillac User Experience) is the latest example. It's capable of pairing data from up to 10 Bluetooth mobile devices, USB plug-ins, SD cards, and MP3 players, with fewer buttons and larger icons.

Driving Character: Cadillac's ATS strategy was simple: Duplicate BMW 3 Series dynamics, including its eager responses, supple ride, quiet interior, and surgically precise steering. The ATS nails most of that list, particularly because of Cadillac's auto-damping magnetorheological shocks (better known as Magnetic Ride Control), part of the FE3 suspension. Body motions are well controlled, with limited roll, great balance, right-now transient response, and powerful fade-free braking. The manual transmission (turbo only) amplifies the bond between car and driver. Though there could be improvement on one particular attribute (see Driver's Grievance), the ATS generally inspires confidence, simultaneously delivering all-day comfort.

Favorite Detail: In a competitive set that prioritizes decisive responses, Cadillac's FE3 suspension package, with Magnetic Ride Control damping, limited-slip differential, and Brembo brakes, puts the ATS on an equal dynamic footing with its German rivals. This combination, with the 2.0-liter turbo and manual transmission, would not be out of place at track-day events.

Driver's Grievance: Cadillac's electric rack-and-pinion power steering varies assist, but tactile information is all but absent. The Tremec six-speed manual gearbox makes the most of the turbo's torque, but shift engagements could be more positive.

The Bottom Line: The ATS's engine trio, distinctive styling, and other highlights give it the chops to be the first truly competitive compact luxury sports sedan from the U.S. It also delivers a broad range of trim and feature choices, across a price ladder that climbs from $33,900 to $42,090. Best in class? To be determined. A contender? No question.
